The Standard Plan Program is the closest thing Los Angeles has to a fast lane for ADUs. The city invited architects to submit ADU designs, LADBS reviewed them once, thoroughly, and approved the ones that passed. Build one of those designs and the architectural review of your permit application is already done before you file.

What the program skips, precisely

The architectural and structural review of the building itself: floor plans, elevations, sections, the structural system, Title 24 baseline compliance. That is the longest, most correction-prone part of a normal plan check. What remains is everything specific to your parcel:

  • Site plan review: where the unit sits, setbacks, existing structures
  • Foundation design against your actual soils
  • Utility connections: sewer, water, electrical service capacity
  • Overlay clearances where they apply: hillside, HPOZ, fire zone, coastal
  • Grading and drainage where the lot is not flat

The saving is real but bounded: roughly six weeks off the timeline and about $6,000 off design fees on a typical detached build. It does not make the permit instant, and it does not touch construction time at all.

The catch: the plan has to fit your lot

Standard plans come at fixed dimensions. A pre-approved 20 by 40 ft one-bedroom does not fit a buildable envelope of 19 feet, and the program does not allow you to shave a foot off. So the sequence matters: measure the envelope first, then shop the catalog, never the reverse. Owners of flat, regular lots building a rental unit, where a proven one-bedroom layout is the goal and speed matters more than customization. That describes a large share of Valley parcels, which is why the program earns its place.

Hillside parcels, HPOZ districts, narrow or irregular lots, and anyone building for a family member with specific needs, accessible design, particular room relationships, matching the main house. The moment the design needs to bend, the program's rigidity costs more than its speed saves.

Is a Standard Plan Program ADU free to permit?

No. It skips the architectural plan check fee and the design fee for the building, roughly $6,000 combined, but site review, permit issuance, school fees and utility fees all still apply.

Can I modify a standard plan?

Layout and structure, no; that is what makes it pre-approved. Finishes, fixtures, colors and most exterior materials remain your choice.

How much time does the program save?

Do standard plans work on hillside lots?

Rarely. Hillside parcels need foundations and massing designed to the slope, which is precisely what a fixed catalog design cannot do. Hillside builds are almost always custom.
