The short answer
A garage conversion ADU is the cheapest legal path to a rental unit in Los Angeles, because the slab, the walls and the roof already exist. State law protects conversions specifically: the city cannot require you to replace the parking you are removing, and it cannot apply setback rules to the existing footprint.

A garage conversion ADU is the cheapest legal path to a rental unit in Los Angeles, because the slab, the walls and the roof already exist. State law protects conversions specifically: the city cannot require you to replace the parking you are removing, and it cannot apply setback rules to the existing footprint. Most LA garages convert to a 350 to 450 sq ft one-bedroom.
Why conversions cost less
- Foundation, framing and roof structure already exist and usually stay
- No new setback approval needed, the existing footprint is protected by state law
- Replacement parking cannot be required when you convert a garage to an ADU
- Utility runs are short because the garage already sits near the main service
- Plan check is lighter, which shortens the permit timeline by roughly a month
What always has to be upgraded
- Slab moisture barrier and, on older slabs, a new levelling pour
- Full insulation package, walls, roof and slab edge, for Title 24 compliance
- Ceiling height to a minimum of 7 feet 6 inches, which sometimes means raising the roof
- Egress window in every sleeping room and a code-compliant exterior door
- New 100-amp subpanel, plumbing rough-in and a sewer lateral connection
Garages we convert
- Detached rear garages, the most common and the cleanest conversion
- Attached single-car garages, converted as attached ADUs or JADUs
- Tandem two-car garages, often split into a one-bedroom plus storage
- Garages with an existing unpermitted conversion, brought up to code and legalised
- Carports and open structures, enclosed and converted as a new build

Common questions
Do I lose my parking if I convert the garage?
You lose the covered space, but Los Angeles cannot force you to build replacement parking. State law removed that requirement specifically to make garage conversions viable. Street or driveway parking stays available.
Can I legalise a garage that was already converted?
Often yes. Los Angeles runs an ADU amnesty path for unpermitted conversions built before 2018. We assess what is salvageable, what has to be opened up for inspection, and what it costs to bring to code.
What is the minimum ceiling height?
Seven feet six inches for habitable rooms. Plenty of LA garages sit at 7 feet 2 inches under the joists, which means either raising the roof structure or dropping the slab. We check this on the first visit.
How long does a garage conversion take?
Roughly 2 to 3 months of design and plan check, then 3 to 4 months of construction. It is the fastest ADU type in Los Angeles.
Does a converted garage need its own address?
Yes, and we file for it. The unit gets a separate address, its own mailbox and its own utility metering where you choose to sub-meter.
Related ADU types
Comparing options? A garage conversion is the cheapest path to a legal unit, a detached ADU earns the most, and the JADU stack can put both on one lot. Cost figures for every type are in the LA cost breakdown.
