The ceiling height test
Before anything else, measure from the garage slab to the underside of the joists. You need 7 feet 6 inches of finished ceiling height for habitable space. A large number of Los Angeles garages built between 1940 and 1970 sit at 7 feet 2 to 7 feet 4 inches under the joists, which is not enough once you add a ceiling assembly.
The fixes are raising the roof structure or lowering the slab, and both are expensive enough to erase the conversion's cost advantage. If your garage fails the height test, the comparison is no longer conversion versus detached. It is detached versus nothing.
Choose a garage conversion when
- The garage has adequate ceiling height and a sound slab
- You want to keep the back yard as yard
- Budget is the binding constraint
- You want income within seven months rather than twelve
- The garage opens onto an alley, giving a genuinely separate entrance
- A studio or one-bedroom matches the demand in your neighborhood
Choose a detached ADU when
- The garage fails the ceiling height test
- You want two bedrooms, which almost no garage footprint supports
- Long-term value matters more than upfront cost
- Your lot is deep enough that the yard survives the build
- You are housing family long-term and want the space to be genuinely comfortable
- Your neighborhood's rent premium for a real one-bedroom over a studio is large
The option most people miss: do both
Los Angeles single-family lots allow one full ADU plus one junior ADU. On a lot with a detached rear garage, that means converting the attached garage or an interior room into a 400 sq ft JADU, and separately building a detached ADU in the rear yard. Three legal units on one parcel.
The sequencing that works is the conversion first, because it is faster and cheaper and starts producing income roughly five months earlier. That income then services the debt on the detached build. Doing them in the reverse order means carrying the larger cost for longer with nothing coming in.
The resale question
A detached ADU adds more to a Los Angeles property's value than a converted garage, and the gap is wider than the cost difference suggests. Buyers read a detached unit as a second home. They read a converted garage as a converted garage, even a well-executed one.
That said, a permitted converted garage adds vastly more than an unpermitted one, and the delta there dwarfs the conversion-versus-detached question. Permitting is the decision that matters most.
